Proposal 1: 104.6.1 Competition Age: IKF competition age is the highest age of a driver during the calendar year (January 1 thru December 31). Also a driver with an attained age of 15 may move to a competition age of 16. Change to:
104.6.1 Competition Age: IKF competition age is the highest age of the driver during the calendar year (January 1 thru December 31).
104.6.1.1 Sprint and Road Race only: A driver with an attained age of 15 may move to a competition age of 16.
Reason for change: To eliminate the confusion on specifying the competition age rule, then having an exemption to the rule. This would apply to Speedway racing only.
Note: If approved, need to add to the beginning of the National classes where age is listed stating to refer to Section 104.6 for description of the age rule.

Add: In any class that has intake or exhaust restriction, any test deemed appropriate test to determine seal/crankcase integrity is permitted. Both pressure and vacuum tests may be used not exceeding 5PSI / 5inhg. The engine should not lose more than 1 PSI or 1 inhg within 60 seconds.

"What is the IKF?" by IKF President Bill Hilger
WHAT IS INTERNATIONAL KART FEDERATION?
International Kart Federation, Inc., an organization formed in 1957, is the governing body for the sport of amateur kart racing programs throughout the United States and Canada.
The Organization primarily formulates rules, regulations, and class standards for karting competition and kart driver safety. It sanctions karting events at member tracks, and evaluates and makes recommendations for approved safety aspects of those tracks and the competition equipment. The organization processes approximately 3,000 memberships per year, and records all individual member competition credits throughout the year. These activities provide the class structure and levels of competition for national karting events.
The organization also administers pit-pass programs for all members and member tracks, which provides coverage of liability and medical coverage in connection with karting activities. The organization publishes Karter News Magazine, which is a technical inspection manual and includes engine/parts homologation processes for use by individual members and area Governors and Coordinators. The publication also advises members of updates, changes and race dates and locations.
International Kart Federation conducts election for its Board of Directors, and for area Governors. It is the oldest sanctioning organization in karting.
The definition above is provided to the IRS each fiscal year.
So what does this all mean to IKF members?
1. Since 1957 there have been many dedicated members who have donated countless hours of their time to promote and support karting. Hours upon hours have been spent in reviewing, updating and writing a set of rules that all karters can race by.
2. Committees are formed for all divisions to assist the Board of Directors in their decisions on rules in existence as well as changes needed to move forward each year.
3. Members have the ability to be part of the information process in forwarding their input to any Committee member or Board Member. Members do have a voice and need to express their opinions to the appropriate Committee or Board Member. Members are encouraged to attend IKF Board meetings to better understand how IKF operates.
4. Members racing at IKF insured events know what their insurance coverage is and the IKF office staff is always there to assist you should a claim be submitted. Members also have a set of consistent rules to race by no matter what IKF insured track they race at.
5. Members can contact the IKF office for any questions they may have concerning IKF rules and regulations. If the IKF office can not answer your question, they will direct you to an IKF member who can answer your question.
What is not right for IKF?
1. How many times have you seen tracks advertise that they go by IKF rules, but do not support IKF by becoming a sanctioned track or using IKF insurance? There are also tracks that do not advertise that they go by IKF rules but when you get to Tech, the IKF technical manual is always there.
IKF members spend many hours writing these rules, IKF spends many dollars publishing these rules and updates but yet these tracks believe it is OK to use our rules without becoming an IKF sanctioned track or use IKF insurance. The IKF office receives phone calls from racers that race at these tracks questioning rules and calls. Some of these racers believed that since they advertised IKF rules they had the right to protest to IKF.
How many times do you go to a race track and the owner states that he does not use IKF insurance because it costs too much? Did you know that IKF insurance is competitive with other insurance companies? Sometimes the difference may be $1.00 more per pit pass. One must check the insurance coverage as well, because not all insurance coverage is the same and tracks can change the dollar amount to be covered. When you buy IKF insurance you know what to expect. The tracks are sent IKF insurance brochures that should be at sign in for your review. This brochure explains the insurance coverage. You can also call the IKF office for this information as well. Each new and renewing member receives a copy of the insurance brochure with their membership packet.
When you sign in at race tracks that do not use IKF insurance, have you asked them who the carrier is and what the coverage is in case of an accident at the track? Do they have a brochure handy explaining the coverage? You might find that some tracks do not have proper insurance. As an example, my son raced at a track in the southern United States and after the race, we found out that the owner had no insurance but issued everyone a generic pit pass with numbers on it. Luckily no one was injured that day.
The tracks that do not use IKF insurance, the question remains. Have they spent the time and thousands of dollars to write a set of standard racing rules? Do they have an office staff to assist you after the racing is over? Do they have a staff that will work with the racer and assist him/her if an accident has occurred and follow through? Do they have personnel or Committee members that will assist the racer if an error occurred in tech?
Do they have membership cards that indicate the age of the participant? IKF provides this and much more and the price difference in the insurance pass is anywhere from being cheaper to a few cents more.
We hear that some tracks say by the number of passes they buy, these few cents add up. True, but who spends the thousand of dollars each year to provide a set of rules that these racers go by. I am sure that any racer out there would gladly spend the extra few cents to support the IKF organization.
So, next time you go to a race track that is using the IKF Rulebook but not IKF insurance ask them this question. Do you believe it is right to use the Rulebook and not support IKF or its faithful members?
Every Board Member donates approximately 6 days of their time to be at a Grand National and each Board member donates 12 days of their time to be at IKF Board Meetings. Average phone time spent each week is 3 to 5 hours on IKF business.
Committee members from each division volunteer their time when questions arise.
So we ask for your support in promoting IKF. From 1957 to 2008, many volunteers and racetracks have supported the IKF system and on behalf of the IKF I thank each and every member, volunteer, sponsor and track that has supported, promoted and stood behind what IKF stands for now and in the future.

IKF Region 7 New Friday Format
After listening and reading the pros and cons of eliminating Friday practice and consulting many kart shops and racers, I have come up with a program I think will try and satisfy everyone (OK most everyone)
Starting with Willow Springs the Region is going to allow the hosting club and or track the right to have Friday practice. This practice will be run by the club/track and will not be an official practice day. The club will be allowed to have practice starting no earlier than 12:00 pm to whenever depending on light and/or track hours. Each club can charge what they normally charge for a practice day, or charge a discounted rate; it is up to the hosting club or track. You will pay separately for this practice, and it will not be on the entry form for the Region 7 race. Again, it will not be an official practice day for the Region 7 event; therefore, racers hopefully will not feel obligated to be there. The clubs will allow registration for the Region 7 event starting Friday, at a time designated by the club and or track.
As for the folks that do not want to participate Friday, the Region race will consist of (3) 5-7 minute practice sessions on Saturday morning. I believe this will alleviate some of the “rush” on Saturday everyone was feeling.

Russell Karting & Italian Motors invite IKF IAME Cup Duffy winner to the IAME International Challenge.
Russell Karting and Italian Motors announce that the Duffy winner of the IAME Cup at the 2 Cycle Sprint Grand Nationals will be invited to participate in the IAME International Challenge.
Jim Russell, Jr. of Russell Karting Specialties made a proposal to the IKF Board at the January Meeting that the Grand National winner of the IAME Cup class would be invited to participate in the IAME International Challenge. This driver will represent North American in direct competition on identical equipment against drivers representing other countries running IAME single make series. He proposed to continue this program for 5 years. Jim believes that this proposal will help draw racers to IKF.
Jim Russell, Jr. thanked IKF for making the IAME Cup a National Class. Italian Motors and Russell Karting feel that this should be a long standing program and continue for many years to come. This commitment will help ensure the stability that the racer is looking for to make a complete jump to race in your series. Our support would also be guaranteed for these years making the draw to your series that much stronger.
The package according to Jim Russell, Jr. is valued at approximately $10,000.00. Motel, airfare, entry fees, etc are all included in the package. There will be a few expenses that the driver will have to pay for, such as passport and an FIA license.
The IKF wishes to thank Russell Karting and Italian Motors for their generosity and for supporting IKF.
The agreement was approved by the IKF Board and signed.

Slip Joint Chassis Information
The Speedway Committee has determined that for the 2008 year the slip joint chassis will not be approved by IKF for competition. Reason is that the Committee has not seen one, other than pictures, and since the season has already started, it is in the best interest of our racers to not approve the chassis.
IKF will review this position for 2009. Chassis manufacturers that wish to build a slip joint chassis must submit a frame to the IKF Speeedway Committee for review and approval.

2008 IKF Rulebook - Section 202.5.4 Clutches
In regards to Section 202.5.4 of the 2008 IKF Rulebook, there is a discrepancy between the printed rule and the type of dry clutch commonly run in 2007 in the Region 7 Sprint series.
As there is not ample time to modify the rule prior to the first 2008 Region 7 Sprint race and post it within the 30 day notice period, Don St. Ours and John Motley have determined that the correct approach is to continue to enforce the 2007 Region 7 Sprint clutch rule. In other words, if it was legal in 2007, it will be legal at the first 2008 Region 7 Sprint race at CalSpeed.
Rather than post a local option rule for this situation, it would be far better for Region 7 Sprint competitors to have the IKF rule modified so that they do not have to purchase new clutches to run in other Regions or the Grand Nationals.
The issue will be discussed at the January 2008 IKF Board of Directors Meeting.
